Memorial consists of an 18-foot long, 21-inch torpedo, like those commonly used on WWII-era submarines, and a granite plaque listing the U.S. submarines sunk during World War II. The plaque reads, "Lest we forget these boats on eternal patrol." It honors the 52 submarines and the 3,506 crewmen aboard them.

Bless those who serve beneath the deep,
Through lonely hours their vigil keep.
May peace their mission ever be,
Protect each one we ask of thee.
Bless those at home who wait and pray,
or their return by night or day.
